industries Textiles of Promotionis Contingent upon supporting the roleof the Private Sectorand Businessmen foundations
The textile industry with all its branches, ginning, spinning, weaving, etc..., is economically categorized the second after tourism. Actually, the Pan-Arab-World is privileged to have a comparative big number of expertise and advantages such as expanded markets, skilful labor, power, wealthy agricultural and raw-material resources and above all surplus capital money as studies revealed the availability of a huge private wealth amounting to more than 600 billion dollars in the Middle East. Those factors altogether, enable the Arab World to occupy a prestigious position among the pioneering countries in that field rather than to stick to investments in traditional fields of real-estate, tourism and money-sectors.
Promoting the Arab Textile Industries depends largely on fostering the role of the private sector, businessmen foundations, Unions and Companies and thus empowering them to act as partners in the process of development. Therefore first priority should be given to the removal of the impediments confronting the private sector a matter which would support the common Arab work and widen the economic co-operation and drive it into the regional framework rather than the local and consequently get its just share within the international trade.
Within that structure, the private sector would be empowered to play its role and be involved in investment, in co-operation with the Arab governments and organizations headed by the Arab Union of Textile Industries who are already interested in promoting the textile industry and utilizing the aforesaid privileges.
On the other hand, there are other types of obstacles, such as the agronomic barriers on cottons imported for spinning and weaving mills in Egypt and those arising from the lack of fixed price policy for the locally produced yarns, in Syria and the negligence of the accumulative certificate of Origin among the Arab countries.
To overcome the great challenges confronting the Textile and garment industries in the Arab World, some procedures should be adopted, first and foremost is to establish the Arab joint market which signifies the existence of a strong economic Arab block qualified to protect the Arab national industries among which are the textile and garment industries which are characterized by weighty labor intensity.
Besides, it is a prerequisite to introduce modern technology and cope with the scientific development applied in the textile and garment industries. Also, the Arab countries have to benefit from the aid-programmes offered by the foreign countries in the fields of training, renovation and development and to support textile and wear exports since the export support fund of Textile and wear sector would participate in supporting the sector and keep it competitive on the world market ; in a way similar to that applied in China, Turkey, Pakistan and Egypt .
Undoubtedly, terminating the transportation net stipulated in Aghadeer Agreement and putting into consideration the scientific researches when making economic decisions would promote the textile industry to a great extent.
However, the current financial crisis with all its aspects has some positive chances since it may transfer the Arab investments to the Arab region instead of operating them into foreign countries where real risks and great losses would occur. This crisis highlights the importance of investment in the industrial sectors especially in the countries where factors of industrial production are available.
In the end, we emphasize on the necessity of paying great attention to that ancient industry of textile in the Arab World since it is considered a keystone for the economic development and a safety boat for the Arab World in the current world crises. Attracting investments to textile industries is the major challenge facing the Arab textile industry and compels concerned authorities to search for new means of convincing investors of the importance of investing in that field and efforts should collaborate to remove obstacles that may annoy them.
Shedding lights on the textile industry showing its size and production outcome by the Media would amplify additional gains to the establishments, investors and employees of the Textile industry.
